There's also the Adelphi Suites on Soi 8, the property is about six months old and you can get a 1 bdr. suite for 3,899 baht or a junior suite for 3,099 baht inc. all taxes, breakfast and free in-room internet. I visited some friends of mine there recently, very nice rooms there.

There are no new hotels in that stretch of Sukhumvit that I know of.
You could try the Centre Point Apartment Sukhumvit on Soi 10

Their room rate is under your budget for a 1 bedroom 2 baht double occupancy. Unfortunately there is only 1 rave review for their 2 bedroom apartment :-)
Centre Point is a group of Apartment rented out as hotel rooms.

I have visited another unit they own in Larn Suan, very nice apartments. And all the ones I have passed by are well maintained.
There are a number of hotels in the area. I am not familiar with.
Check them out at either www.sawadee.com or www.asiarooms.com for the best rates I know of.

How about ';S15 Sukhumvit hotel'; http://discovery-thailand.com/Bangkok%20鈥?/a> ? it's B3687 for Junior Suite.
Location is perfect, especially if you want to be in and around the center of activities. Hotel is located just on the main Sukhumvit road, between Asoke and Nana. So it's easy to move around. Room is really impressive and comfortable. Have a nice trip.
